Mining Stock Alert: SilverCrest (TSX.V: SVL) (NYSE MKT: SVLC) Announces Positive La Joya Preliminary Economic Assessment Base Case Pre-Tax NPV(5%) of US$133 Million and 30% IRR for "Starter Pit"

Vancouver, British Columbia - October 21, 2013 (Investorideas.com Mining Stocks Newswire) SilverCrest Mines Inc. (TSX.V:SVL) ( NYSE MKT: SVLC) ("SilverCrest" or the "Company") is pleased to announce that it has completed the Preliminary Economic Assessment ("PEA") for its La Joya Silver Copper Gold Project ("La Joya") located in Durango, Mexico. Summaries of the current resources used for the PEA, a preliminary Life of Mine Plan (LOMP), operating costs, capital costs and project economics are presented in tables below. A Technical Report compliant with NI 43-101 is being completed by EBA Engineering Consultants, a Tetra Tech Company (EBA) with an effective date of September 23, 2013 to be filed within 45 days of this release. All currency values are presented in US$ unless otherwise specified.

N. Eric Fier, President & COO stated, "The positive results of this PEA will enable us to plan the next steps, establish achievable milestones and identify additional studies and analyses to optimize the project economics. We have engaged extensively with local communities at this early stage of the La Joya project development, emphasizing the importance of building collaborative, long term and sustainable relationships with all stakeholders."
The PEA focuses on the first stage of La Joya development ("Starter Pit") as a low strip, open pit with an initial 9 year life of mine plan ("LOMP") and opportunities for expansion. This approach provides attractive economic returns using conservative metal price estimates and lower initial capital costs, which are more attractive in the current market. The conceptual open pit operation would be in conjunction with a 5,000 tonnes per day (tpd) conventional mill and flotation/leaching plant to produce a high grade silver-copper concentrate with gold credits. The Starter Pit will have a conceptual average annual production of 3.9 million silver equivalent (AgEQ)* ounces per year and approximately 5 million ounces AgEQ* per year for each of the first 4 years of operation. An expansion of the Starter Pit to include additional resources within a larger pit would then be contemplated.
The Company cautions that the PEA is preliminary in nature in that it is based on Inferred Mineral Resources which are considered too speculative geologically to have the economic considerations applied to them that would enable them to be characterized as mineral reserves, and there is no certainty that the PEA will be realized. Mineral resources that are not mineral reserves do not have demonstrated economic viability.
HIGHLIGHTS OF THE PRELIMINARY ECONOMIC ASSESSMENT
The PEA incorporated Base Case metal prices of $22/oz Ag, $3/lb Cu and $1200/oz Au (5 year historical average). Highlights of the Base Case economic estimates for the Starter Pit are as follows:
  • Pre-tax NPV5% of $133 million and an Internal Rate of Return ("IRR") of 30.5%
  • Pre-tax NPV5% of $156 million and IRR of 34% using current metal prices of $21.93/oz Ag, $1316.25/oz Au and $3.27/lb Cu (as of 18/10/2013)
  • After-tax NPV5% of $93 million and an IRR of 22%
  • Payback period of approximately 2 years on initial capital
  • Pre- production capital costs of $141 million including contingencies of $17 million
  • Sustaining capital is estimated at $8 Million
  • Cash operating costs for the first three years average $10 per ounce AgEQ* and $13 per ounce AgEq* for the 9 years Starter Pit
  • Pre-tax undiscounted operating cash flow before capital expenditures totalling $342.5 million at an average of $38 million per year with the first four years averaging $60 million per year
  • A 9 year LOMP with 15.5M tonnes grading 50g/t Ag, 0.33%Cu and 0.19 g/t Au
  • Life of mine production of an estimated 34.8 million payable AgEQ*ounces, consisting of 19 million ounces of silver and 53 thousand ounces of gold and 93 million pounds of copper in concentrate, and
  • Production of an attractive high grade silver-copper concentrate (averaging 35% Cu and 4kg/t Ag) with a gold by- product.
* Silver equivalency for the PEA includes silver, gold and copper and excludes lead, zinc, molybdenum and tungsten values. The Price Ratio for Ag:oz Au is (54.4:1), lb Cu:oz Ag is (7.3:1), both based on 5 year historic metal price trends of US$22/oz silver, US$1200/oz gold, US$3/lbs. copper. Metallurgical recoveries are incorporated in the economic analysis (see Summary of PEA parameters in table below).
Investorideas.com Newswire * Silver equivalency for the PEA includes silver, gold and copper and excludes lead, zinc, molybdenum and tungsten values. Price ratio for Ag: Au is (54.4:1), Ag:Cu is (7.3:1), both based on 5 year historic metal price trends of US$22/oz silver, US$1200/oz gold, US$3/lbs. copper. Metallurgical recovery is incorporated as recoverable metal.
The PEA for the Starter Pit reports strong revenues in the initial four years of operations and a decrease in the revenues for subsequent two years due to decrease in the grades. It is anticipated that additional drilling and optimization of the mine schedule could improve these results based on the presence of high grade material in some sectors of the deposit which may ultimately be incorporated into the mine plan.
Sensitivity analyses were completed by adjusting commodity prices, the results of which are presented in the following graph.
To view the graph, please click on the following link: http://media3.marketwire.com/docs/svl1021-Graph.pdf.
The Starter Pit economics are more sensitive to silver and copper price, as they represent 55% and 36% of the total revenues respectively under the base case scenario. Each 10% increment in metal prices from the base case changes the pre-tax NPV by approximately $60 million and the IRR by approximately 8%.
PEA CAPITAL COSTS
EBA completed detailed cost estimates for the mine and processing plant based on preliminary vendor quotes, contract mining and similar projects recently completed in Mexico. Pre-production capital costs are estimated to total US$141 million including a $17 million contingency using an open pit mine contractor. This includes development of the project over a period of 1.5 years including initial mining for one year before start-up of operations. The La Joya property has excellent infrastructure to keep capital costs reasonable with a nearby international airport, highways, railway, main power grid and lines, several operating mines and communities with available workforce. The pre-production capital costs from the PEA are summarized below.
Investorideas.com Newswire Provisions for $8 million of working capital and $6 million in mine closure have been made as part of the economic analyses in the PEA.
PEA STUDY PARAMETERS
The PEA has incorporated the following operational and economic parameters used in the Net Smelter Return Model ("NSR") for the silver-copper-gold concentrate and also gold-silver dore production model from tailings leaching.
Investorideas.com Newswire No smelter penalty charges for deleterious metals were applied to the concentrate for the PEA. The study assumes that silver copper concentrate will be shipped overseas by trucking from site to a port in Mexico which is the most used route for concentrate producers in operation near La Joya.
PROCESSING & METALLURGY
The most recent metallurgical studies indicate that a conventional flotation circuit will potentially recover a high grade silver copper concentrate with gold credits. Depending on mineralization style and conditioning applied on the ALS locked cycle flotation tests, preliminary metal recoveries to the third cleaner concentrates range from 82.7 to 86.7% Cu, 76.7 to 84.3% Ag, and 18.2 to 42.4% Au for Manto and Structure composites. A gold leaching circuit with potential to recover 90% of gold and silver from the tailings to produce metal dore has also been incorporated in the PEA.
Investorideas.com Newswire The bulk silver copper concentrates from preliminary results produced from Manto and Structure composites show certain potentially deleterious elements for smelting such as arsenic, antimony and bismuth. Adding cyanide at cleaner flotation stages reduces the arsenic content to acceptable market limits without sacrificing copper, silver and gold recoveries. Additional test work is in progress to assess the distribution, concentration and potential reduction of antimony and bismuth.
LA JOYA RESOURCES
The La Joya mineral deposit is defined as a silver copper-gold skarn with disseminated to semi-massive sulphide (bornite - chalcopyrite) with three main ore types; Mantos, Structures and Contact Zone. The updated Mineral Resource estimations for the La Joya Project provided estimated Inferred Resources of 126.7 million tonnes grading 23.5 gpt Ag, 0.19%Cu and 0.17 gpt Au containing 198.6 million ounces of silver, 533 million pounds of copper and 95,900 ounces of gold. These resource estimates were announced by news release dated January 29, 2013 and are contained in a technical report dated March 27, 2013 titled "Updated Resource Estimate for the La Joya Property, Durango, Mexico" and are the basis for the PEA.
Investorideas.com Newswire * Silver equivalency for the resource estimation filed on March 27th, 2013 includes silver, gold and copper and excludes lead, zinc, molybdenum and tungsten values. Ag:Au is 50:1, Ag:Cu is 86:1, based on 5 year historic metal price trends ofUS$24/oz silver, US$1200/oz gold, US$3/lb copper. 100% metallurgical recovery is assumed. Classified by EBA, a Tetra Tech Company and conforms to NI 43-101 and CIM definitions for resources. All numbers are rounded. Inferred Resources have been estimated from geological evidence and limited sampling and must be treated with a lower level of confidence than Measured and Indicated Resources. Note that AgEQ calculation for resources is different than PEA economic analysis based on change in metal prices. Mineralization boundaries used in the interpretation of the geological model and resource estimate are based on a cut-off grade of 15 g/t AgEq using the metal price ratios described above.
The conceptual first stage for development of La Joya with an initial 9 year Starter Pit uses the 60g/t Ag Eq cut off Inferred Resource for Manto and Structure Zones representing mineralized zones close to the surface. The PEA conceptual open pit and economic analysis excludes the Contact Zone, Santo Nino and Cerro Coloradito resources which are included in the above table.
The Contact Zone resources, not incorporated in the PEA, contains consistent Tungsten mineralization which is currently the subject of additional studies aimed at definition of preliminary economic parameters to be integrated in future assessment of the La Joya Project.
PEA POTENTIAL PRODUCTION
The Whittle Pit analysis examined the NPV of 41 potential pits utilizing a 5,000 tpd operational capacity. The optimum pit is #31 with the highest NPV(see Table below) producing a 15.8 years LOMP, but it did not meet the criteria established for a Starter Pit with low strip ratio (less than 3:1) and reasonable capital costs. On this basis the selected pit for mine design & scheduling was Pit # 18.
Investorideas.com Newswire * 41 Optimized pit shells have been generated by keeping the parameters used for the Whittle optimization constant (Operating Costs, Metallurgical Recoveries, Pit Slope Angles and Discount Factor) and by varying the Revenue using a range of metal prices illustrated in the table above.
The optimal mine scheduling incorporates, mining ore and waste in the year-1 grade optimization and stockpiling of material for reprocessing during the project life. is The production scheduling (Mill Feed Tonnes & grades) is illustrated as follows:
Investorideas.com Newswire The 5,000 tpd processing plant will be comprised of crushing, milling and standard flotation facilities with production of a silver-copper concentrate as well as a gold-silver leaching circuit for re-treatment of tailings. The PEA adopted as a guideline a mitigation of environmental and social impact by minimizing the footprint of all proposed operational facilities in the region.
PEA OPPORTUNITIES AND FUTURE STUDIES
Several opportunities are identified that could significantly enhance the economic return outlined in the PEA, including the following:
  • The current Inferred Resources at La Joya provide opportunity for significant project expansion,
  • Mineralization at La Joya is open in most directions with excellent potential to further increased resources. Further infill and expansion drilling is recommended to reclassify resources at a Pre-Feasibility Study level,
  • Additional and detailed metallurgical test work will be completed aiming to optimize the metallurgical flow sheet and potentially improve metal recoveries,
  • Review and optimization of the mining schedule could potentially provide opportunities for reduction in waste and haulage costs which could decrease capital and operating mining costs,
  • This PEA does not address the potential for recovery of several other identified potential products including tungsten, molybdenum, lead, zinc, and tin which may have significant value. Further work is recommended, and
  • Several other targets have been identified on the plus 10,000 hectare concession that remain to be explored for potential new discoveries.

Mining Stock Inception Mining (OTCQB:IMII) Reports Deal to ACQUIRE 16,000 NET ACRES in Getchell Trend Acreage, Adjacent to Turquoise Ridge Property-Joint Holding of Barrick (NYSE:ABX) and Newmont (NYSE:NEM)

SALT LAKE CITY, UTAH - September 17, 2013 (Investorideas.com Mining stocks newswire) Mining stock alert- Inception Mining Inc. (OTCQB: IMII) reported that it has entered into an agreement in principal with Crawford Cattle Company ("Crawford") to acquire over 16,000 net acres of mineral rights in Humboldt and Elko Counties, Nevada, approximately 70 miles north of Winnemucca, Nevada.  The acreage lies in or is adjacent to the historic Getchell Trend which is part of the property now under contract to be purchased.  Assuming the due diligence and other covenants are satisfied, the acquisition is expected to close no later than the second quarter 2014 of which there is no guarantee.

According to the Company's CEO, Michael Ahlin: "We believe the lands to be acquired are deemed highly prospective given their general location in the Getchell Trend. Specifically, we are under contract to acquire sections of lands that are adjacent to the Turquoise Ridge Property, the Pinson Mine and a lesser amount of acreage near the history Midas Gold Property.  The Turquoise Ridge Property is a joint holding of Barrick Gold Corporation (NYSE:ABX) and Newmont Mining Corporation (NYSE:NEM).”  At this stage, the Company has not determined or committed to a plan of development and is just now beginning its resource evaluation and long term potential.

The Company is focused on identifying certain historical mining claims that fit strict parameters of proven recoverable grades of minerals, minimal permitting issues, deeded or protected claims, access, acquisition costs that fit our profile and potential refining needs requiring minimal CAPEX or possible toll processing.  While the above potential acquisition is a departure from our stated objectives, the opportunity presented must be explored and evaluated as a possible addition to our portfolio of properties.

About Inception Mining Inc . (OTCQB: IMII) We are a mining exploration company engaged in the acquisition, exploration, and development of mineral properties, primarily for high grade gold deposits, from owned mining properties.  Our primary target properties are those that have been the subject of historical exploration and have supporting data. Most large visible surface gold mineralized prospects have been explored, mined. What remains are the smaller high-grade mines and prospects previously ignored. www.inceptionmining.com

Turquoise Ridge

The Turquoise Ridge property is located about 70 kilometres northeast of Winnemucca, Nevada, USA. Barrick is the operator and 75% owner of the mine with Newmont owning the remaining 25%.

Turquoise Ridge uses underhand cut-and-fill mining methods due to the relatively low rock quality in the ore zones. Ore is transported to Newmont's Twin Creeks mill for processing. The refractory gold ore is treated by pressure oxidation technology and gold is recovered using conventional carbon-in-leach technology.

In 2009, Turquoise Ridge's production totaled 177koz ounces of gold at total cash costs of $570 per ounce1. Proven and probable mineral reserves as of December 31, 2009 are estimated at 5.47moz of gold.

With this program, we drilled the known portion of the deposit at approximately 35 metre centres, announced revised reserves and resources, extended mineralization beyond our current reserve boundary and identified three new zones, El Cholugo, El Cholugo Dos and the newly discovered Tortuga. The recently announced results of the revised underground reserve and resource estimations have extended the current mine life to a minimum of 8 years . Our underground ramp has progressed beyond 1,500 metres in development length. We have intercepted the Main Mineralized Zone underground and extracted approximately 8,000 tonnes of ore from the 625 metre level. The conventional mill construction and underground development currently underway are setting the stage for the successful expansion of the mine with an anticipated significant increase in metals production starting in 2014.”
Drill intercepts continue to expand the mineralization along the Main Mineralized Zone (MMZ) which remains open laterally and to depth. Intercepts are up to 100 metres beyond the boundary of current stope designs and reserves estimates. Most notable are the multiple high grade intercepts to the east and depth including;
  • SE-13-144; 9.2 metres grading 4.83 gpt Au and 171.4 gpt Ag including 0.8 metres grading 30.20 gpt Au and 638.0 gpt Ag
  • SE-13-152; 15.0 metres grading 4.03 gpt Au and 243.2 gpt Ag including 2.0 metres grading 17.5 gpt Au and 664.0 gpt Ag
  • SE-13-160; 13.3 metres grading 3.52 gpt Au and 136.2 gpt Ag including 4.1 metres grading 6.46 gpt Au and 133.6 gpt Ag
  • SE-13-166; 11.7 metres grading 3.97 gpt Au and 189.5 gpt Ag including 5.0 metres grading 8.10 gpt Au and 334.4 gpt Ag
  • SE-13-175; 8.8 metres grading 1.91 gpt Au and 70.6 gpt Ag including 2.0 metres grading 6.70 gpt Au and 226.1 gpt Ag
The El Cholugo Zone continues to expand with 7 new drill hole intercepts. The dimensions of this newly discovered zone are now approximately 400 metres long by 200 metres high and the mineralization remains open to the west and to depth. A parallel mineralized zone (EL Cholugo Dos) was also intercepted with 3 new drill hole intercepts. Dimensions of this discovery are currently undetermined with further drilling anticipated to test this mineralization. Both of these zones will be easily accessible from planned underground development of the adjacent MMZ.
The new Tortuga Zone is a northwest trending vein, breccia and stockwork zone outcropping on the surface and in the pit (see attached Figure). This zone is similar in mineralogy to the Main Mineralized Zone which is currently being successfully mined. This discovery has been drilled within an estimated area of 200 metres long by 300 metres high with an average thickness of approximately 3 metres. Numerous mineralized veins parallel or sub-parallel to the discovery were also intersected in drilling and are under review as potential additional targets. Tortuga is exposed in the north wall of the pit making this discovery easily accessible from the open pit and planned underground development of the adjacent MMZ. Further work is planned at Tortuga for resources estimation and subsequent potential conversion to reserves.
Mineralized intervals reported range from 0.5 metres to 16.0 metres further supporting the proposed underground bulk mining approach at Santa Elena. All mineralized drill intercepts reported are near true thicknesses. The most significant assay results in this series of drill holes are shown in the following tables (all numbers are rounded);
TORTUGA (NEW DISCOVERY)

Investorideas.com Newswire EL CHOLUGO
Investorideas.com Newswire EL CHOLUGO DOS
Investorideas.com Newswire All sample analyses were completed by ALS Chemex in Hermosillo, Mexico and North Vancouver, BC or the Santa Elena internal lab with checks at ALS Chemex.
Of the 47 holes being reported above only three holes, SE-12-100, 101 and 183, intercepted no significant assay results. Holes SE-12-97, 98 and 99 were previously announced only as general mineralized intercepts with results stated above. Holes SE-12-100 and 101 were not previous announced with their locations off trend and north of the deposit.
Approximately 58,493 metres of drilling were completed in the delineation program to convert underground resources to reserves, expand total resources and test further potential outside the results of the Pre-Feasibiity Study. One drill is currently on site completing an underground program (planned 1,500 metres) for detailed design of first production stopes anticipated to be mined in late 2014.

Updated Mineral Reserve and Resource estimations for Santa Elena Mine were announced in a news release dated May 29, 2013 which showed Probable Reserves (underground, open pit and leach pad) at an estimated 8.2 million tonnes grading 74.9 gpt Ag and 1.24 gpt Au containing 19.7 million ounces of silver and 327,430 ounces of gold. Updated Indicated Resources (exclusive of Probable Reserves) were estimated at 2.1 million tonnes grading 114.9 gpt Ag and 1.69 gpt Au containing 7.9 million ounce of silver and 116,000 ounces of gold. Only Mineral Reserves were used in the PFS mine plan, schedule and economic analysis. Mineralization at Santa Elena is open in most directions with excellent potential to further increase resources and reserves for increased production and mine life.
J. Scott Drever, Chairman and CEO commented: “We are extremely pleased with the results of the PFS which confirms our expectations that the transition from our open pit heap leach operation to a conventional mill and underground operation will represent a very attractive project with robust economics even at current reduced metal prices. The 8 year mine life will give SilverCrest a strong corporate cash flow providing a solid foundation for continued systematic and aggressive growth. We look forward to a banner year in 2014 with the commissioning of the new processing facility in the first quarter and the significant expansion of our annual metals production at Santa Elena.”
EXPANSION LIFE OF MINE PLAN
The Santa Elena mine life with updated Reserves is scheduled for an additional 8 years at nominal milling rate of 3,000 tonnes per day. The mine schedule is based on mining long hole stopes (69% by reserve volume) early in the mine life at attractive lower costs with higher cost cut and fill stopes (31% by reserve volume) being mined towards the end of the mine schedule. The average width of proposed stopes is 13.4 metres which is advantageous for lower cost bulk mining methods. SilverCrest envisions a blending strategy during operations at variable rates for mill feed to achieve optimum throughput. A summary of the mine and production schedule is presented below with proposed initial blending strategy.
Investorideas.com Newswire
1 Included for Reserve declaration purposes only but not included in economic analyses for the Expansion
This plan excludes an estimated 750,000 tonnes of heap leach spent ore which will be placed on the pad in 2013 and accounted for in early 2014 as additional material for reprocessing during the mine life.
EXPANSION OPERATING COSTS
The operating cost estimates stated below were compiled using Santa Elena mine site operating experience, SilverCrest financial and operational reports, recent contractor quotes, other local producing mines and industry estimations in Mexico to a Pre-Feasibility level.
Investorideas.com Newswire
1 Long hole stopes are 69% of designed stopes by volume and cut & fill stopes are 31% of designed stopes by reserve volume. Excludes ore development costs. $/t inclusive of ore dev. Is estimated at $21 to $48.
2 Processing includes crushing, milling, site refining and dry stack tailings disposal.
3 Estimated based on current operations and may vary on an annual basis.
EXPANSION CAPITAL COSTS
The capital cost estimates stated below were compiled using Santa Elena mine site experience, recent contractor quotes, other local producing mines and industry estimations in Mexico to a Pre-Feasibility level.
Investorideas.com Newswire EXPANSION ECONOMIC ANALYSIS
Pre-Feasibility level economic analyses were completed for both pre-tax and post-tax. Base Case pre-tax results are stated as follows;
Investorideas.com Newswire
1 Operating cost per AgEQ oz. sold varies between $9.6 and $12.6 over the life of mine
2 Excludes sunk costs, up to April 30, 2013, closure costs and working capital
3 Includes deductions of $5 million for closure costs and $1.8 million for working capital
4 Includes 2013 estimated net cash flow after effective date of April 30, 2013
5 The IRR presented here do not reflect total project economics but reflect incremental project economics as they do not include sunk costs for the Santa Elena expansion prior to April 30 2013
The economic analyses consider SilverCrest delivering a remaining 31,000 ounces of gold (2014 and beyond) to Sandstorm Gold Ltd. (Sandstorm) at a price of $350/oz under the Sandstorm Purchase Agreement executed on May14th, 2009. It does not include the option held by Sandstorm to participate in the future underground mine production which would require payment by Sandstorm of 20% (pro-rata of gold) of the capital costs with a subsequent increase of gold price for 20% of produced ounces to $450/oz Au. Sandstorm may elect to participate in the expansion, once SilverCrest provides a preliminary technical report that includes amongst other items; the required capital costs associated with the transition from open pit heap leaching to a conventional mill facility and underground mine.
EXPANSION PRE-FEASIBILTY RECOMMENDATIONS
Further optimization of the mine schedule is warranted to investigate grade optimization versus stoping costs (long hole or cut and fill), potential to expand and accelerate increased underground production with a second ramp for the bottom of the pit and expand milling capacity. These optimizations will be addressed in detail after successfully announcing commercial production for the new mill facility in 2014. Mineralization at Santa Elena is open in most directions with excellent potential to further increase resources and reserves for increased production and mine life. Further infill and expansion drilling is recommended.
